DHS has conducted extensive market research to shape the strategy for the next generation of Program Management, Administrative, Clerical, and Technical Services (PACTS) to ensure it can support the requirements of our Components and Headquarters customers. Through this analysis, DHS has determined that it is in the best interest of the Department and industry for this next generation of PACTS to include separate and distinct tracks for service-disabled veteran-owned, women-owned, HUBZone, and 8(a) businesses.
This adjustment will enable DHS to expand opportunities to small businesses, assist the Department with continuing to achieve and exceed its small business and socioeconomic goals and reduce unmanaged spend.
